  RTI to strengthen activities

The Governor, Mr E.S.L. Narasimhan, has asked the Central Chief Information Com-missioner, Mr Wajahat Habibullah, to examine whether penal provisions can be incorporated in the RTI Act to prevent it being misused like the public interest litigation.

While delivering his inaugural address at a national-level conference on the RTI Act-2005 at Jubilee Hall here on Monday, Mr Narasimhan said RTI was being misused by some vested interests in the name of NGOs and other ‘so-called’ social groups.

“I feel RTI is acting as a ‘pressure group’ on administration and impacting the governance,” he said.

“The same set of people use RTI more often. When someone applies for RTI there should be a provision to examine whether that person has the right to seek that particular information.”

The Governor said most of the petitioners are using RTI as a ‘fault-finding mechanism’ rather than ‘redressal mechanism’. “The RTI will serve its purpose if it is utilised for societal gains,” he said.
